Yet when vigilance detectives inspected the properties, they found a reality far removed from standard circle-rate filings.

The partition walls dividing the two flats had been knocked through to create an interconnected single-floor penthouse. The space was actively undergoing extensive structural overhauls, fitted with custom imported plywood paneling, drop ceilings, concealed conduit systems, and bespoke architectural woodwork.

Based on prevailing market benchmarks and the scale of the ongoing structural renovations, bureau detectives estimated the true market value of the combined flats at approximately ₹4.0 crore—nearly four times the figure declared on government stamp papers.

Recognizing that the couple used the gap between registered purchase prices and actual market values to absorb unaccounted wealth, the bureau summoned its Technical Examination Cell. Specialized civil engineers were tasked with taking core samples of the woodwork, surveying electrical and architectural installations, and establishing a binding forensic valuation of the interior work.

  • The second 3.9-decimal parcel sat in the name of Ravindra Kumar Diwakar, appraised at an identical deed valuation of ₹51.73 lakh.

  • The third 3.9-decimal parcel stood in the name of Diwakar’s father, Lakhan Lal Paswan, carrying a purchase value of ₹44.19 lakh.

Altogether, Diwakar directed over ₹1.28 crore into these three adjacent Phulwarisharif plots, using family titles to fragment ownership.

The paper trail continued into Begusarai. In the Ballia administrative circle, Diwakar secured a 20-decimal land tract with a purchase value of ₹23.77 lakh.

Even more suspicious to financial investigators was a separate four-decimal plot in Begusarai valued at approximately ₹26.40 lakh. Registry documents revealed that this land had initially been purchased in the name of his father, Lakhan Lal Paswan, before being transferred directly to Diwakar via a formal "gift deed" on January 15, 2024.

For the bureau's financial investigators, this maneuver matched a classic money-laundering blueprint: routing unexplained surplus funds through an elderly relative without an independent tax footprint, only to pull the clear title back to the government officer as an ostensibly unencumbered family gift.

Over the following years, he studied for state competitive examinations, eventually clearing the Bihar Public Service Commission and entering the state civil service. His career path ran through critical administrative postings:

  • District Public Relations Officer (DPRO) in Saran in 2009.

  • Senior Deputy Collector (SDC) in Katihar from 2010 to 2011.

  • Senior Deputy Collector (SDC) in Darbhanga from 2014 to 2018.
