The Leaseback Ledger: Inside the ₹6.16 Crore Resort Property Portfolio of a Senior Rajasthan IAS-IPS Family

On October 27, 2026, an investigative report published by Dainik Bhaskar triggered intense scrutiny across Rajasthan’s bureaucratic and political corridors by detailing a series of high-yield hospitality real estate transactions involving two of the state's most senior civil servants.

According to registration deeds and official records obtained by the publication, 1993-batch Indian Administrative Service (IAS) officer Shikhar Agrawal, his wife, 1995-batch Indian Police Service (IPS) officer Dr. Prashakha Mathur, their two sons, and Mathur’s parents acquired 40 luxury villas and cottages over a 30-month period from a single Jaipur-based company, Goyal Fashions Private Limited. On the exact dates the purchase deeds were registered—first in September 2023 in Udaipur district and subsequently in March 2026 in Alwar district—all 40 properties were leased back to Goyal Fashions Private Limited, which operates the properties under the Ananta Hotels and Resorts brand.

The financial architecture of the transactions immediately drew the attention of governance analysts, opposition lawmakers, and civil society groups. Across the two tranches, the family spent a combined ₹6 crore and ₹16.5 lakh (₹6.165 crore) to purchase the 40 resort units. Under the simultaneous leaseback agreements, Goyal Fashions Private Limited contracted to pay the family a guaranteed annual lease rental of ₹1.80 crore—equivalent to ₹15 lakh per month. By comparison to standard commercial real estate markets, the leaseback terms secured by the Agrawal-Mathur family represent a gross annual yield of 29.2%, enabling the purchasers to recover their entire ₹6.165 crore capital outlay through lease rentals alone in approximately 3.4 years.

The disclosures also highlighted a sharp discrepancy in mandatory statutory filings under the All India Services (Conduct) Rules, 1968. While 28 of the 40 resort properties are registered directly in the individual names of the officer couple—14 units in the name of Shikhar Agrawal and 14 units in the name of Prashakha Mathur—only the 14 units held by Agrawal were reflected in the couple's annual Immovable Property Returns (IPRs) filed in January 2026. Mathur’s IPR filing, submitted one day after her husband's, appeared completely blank, recording zero immovable property holdings.

Official Explanations, Political Crossfire, and Civil Society Reactions

As the findings circulated across national and regional media on October 27 and October 28, 2026, responses from the bureaucracy, political parties, and activist networks underscored the sensitivity of the disclosures. Shikhar Agrawal currently oversees the Rajasthan government’s core economic and industrial machinery—serving as Additional Chief Secretary (ACS) for Industries, Micro, Small and Medium Enterprises (MSME), Public Sector Undertakings, the Delhi-Mumbai Industrial Corridor (DMIC), and Investment and Non-Resident Rajasthani Affairs, alongside chairing the Rajasthan State Industrial Development and Investment Corporation (RIICO) and the Rajasthan Small Industries Corporation (RajSICO). Prior to assuming these industrial portfolios in late 2025, he served directly as ACS to Chief Minister Bhajan Lal Sharma, functioning as the top administrative official in the Chief Minister's Office (CMO).

In a statement quoted by Dainik Bhaskar and The Sootr, Agrawal acknowledged the acquisitions in both Udaipur and Alwar districts while attributing the omission in his wife's public property declaration to a technical filing error. "We have purchased villa-cottages in Bujhda and Ajabgarh," Agrawal stated, adding that the details of their acquisition had been duly reported in their IPRs and income tax returns. Addressing why Dr. Prashakha Mathur’s IPR showed zero properties despite 14 units being registered in her name, Agrawal claimed that the information was mentioned in her return as well, but "got attached in the wrong place, which is why it is showing up elsewhere". Regarding the eight villas registered in the names of their two sons in Ajabgarh, the ACS remarked that "the children have purchased theirs on their own accord". According to reporting by ABP Live on October 27, 2026, Agrawal was travelling abroad when the controversy intensified and is scheduled to return to India on November 10, 2026, leaving no further detailed documentary rebuttal available from his office in the immediate aftermath.

The disclosures prompted an immediate political offensive from the opposition Congress party, which targeted the Bhajan Lal Sharma administration over bureaucratic accountability. Congress leaders questioned how an officer who until recently commanded the Chief Minister's Office could accumulate 40 luxury resort units alongside his family at prices allegedly far below prevailing market valuations—reported by ABP Live to be upwards of ₹1 crore per villa in the Ajabgarh hospitality belt, compared to the ₹14 lakh to ₹16.5 lakh registered on paper. Opposition spokespersons demanded an inquiry into whether official patronage or regulatory favours were extended to the Ananta resort operators in exchange for concessional purchase prices and guaranteed high-yield leaseback contracts, asking whether senior figures within the state government had facilitated the arrangement. Caught on the defensive, the ruling Bharatiya Janata Party (BJP) sought to insulate the state administration from the controversy. Speaking to reporters, BJP State President and Rajya Sabha MP Madan Rathore declined to defend the transactions, stating that it would not be appropriate for the party to comment and asserting that the officer couple must personally clarify their position and account for the allegations.

Beyond party politics, the property report ignited grievances among grassroots environmental and civil society activists in Jaipur. On October 27, 2026, Ashutosh Ranka—a prominent leader and spokesperson of the citizen group CJP who helped lead the "Dhol Ka Badh" forest protest to protect a 105-acre urban forest in Jaipur's Sanganer locality—publicly lambasted Agrawal on social media platform X. Ranka, who had recently been released by a local court alongside fellow activists Saurav Das and Abhijeet Dipke on the condition that they not commit any "breach of peace" for one year, contrasted the officer's private wealth accumulation with his treatment of citizen delegations. Sharing the property investigation, Ranka wrote: "Remembering the arrogance of his highness Shikhar Agrawal. During my first ever protest on @dolkabadh, he made us wait outside his office for 4 hours, and then his guards just asked us to leave". Nationally, the revelations were cited in broader policy critiques of civil service impunity; a column published by The Sunday Guardian on October 27, 2026, referenced the Dainik Bhaskar findings on Agrawal and Mathur as emblematic of structural accountability deficits within the All India Services. Meanwhile, legal analysts quoted by The DeepState and The420.in emphasized that while real estate acquisitions and leasebacks by civil servants do not automatically constitute a criminal offence, establishing compliance requires a forensic audit of the source of funds, prevailing circle and market rates, statutory permissions under the Conduct Rules, and any official dealings between Agrawal's departments and the seller company.

March 2026: The Ajabgarh Villa Registrations and Earlier IPR Scrutiny

Working backward from the October 2026 revelations, the second and more complex phase of the family's hospitality acquisitions took place seven months earlier, on March 27, 2026. On that day, registration formalities for 20 luxury villas located at Ananta Spa and Resort in Ajabgarh, Alwar district, were executed at the Pratapgarh Sub-Registrar's Office. Simultaneously, on the exact same day and at the same sub-registrar office, lease deeds were registered leasing all 20 villas back to the seller, Goyal Fashions Private Limited, at an annual rental of ₹5 lakh per villa—securing ₹1.00 crore in annual lease income from the Ajabgarh property alone.

Unlike the earlier Udaipur transactions, which involved only the officer couple, the March 27, 2026 registrations in Ajabgarh expanded the ownership footprint to include four additional family members across three generations. According to the registration deeds examined by Dainik Bhaskar, Shikhar Agrawal, his wife Dr. Prashakha Mathur, her mother Manjula Mathur, and her father Raghuvansh Narayan Mathur appeared for the registration process, while Dr. Prashakha Mathur executed the purchase and lease registration formalities on behalf of the couple’s two sons, Shivpriya and Prashikh, utilizing a legal Power of Attorney (PoA).

An examination of the underlying unit counts and consideration amounts across the 20 Ajabgarh deeds reveals slight pricing variations among family members, totaling ₹3 crore and ₹16.5 lakh (₹3.165 crore). While secondary summaries in some regional outlets loosely referred to the couple holding eight villas each in Ajabgarh, the verified mathematical tally across all registration records confirms that Agrawal and Mathur registered 28 properties in total across both resorts (14 each)—comprising 10 cottages each in Bujhda and 4 villas each (8 combined) in Ajabgarh—while their two sons and Mathur's parents registered the remaining 12 villas in Ajabgarh. Specifically, in Ajabgarh, Agrawal and Mathur acquired 8 villas at ₹16.5 lakh per unit (₹1.32 crore combined); Mathur's parents, Manjula and Raghuvansh Narayan Mathur, jointly acquired 4 villas at ₹16.5 lakh per unit (₹66 lakh); son Shivpriya acquired 3 villas at a slightly lower rate of ₹14 lakh per unit (₹42 lakh); and son Prashikh acquired 5 villas—one unit at ₹16.5 lakh and four units at ₹15 lakh each (₹76.5 lakh). Under the ₹5 lakh per villa annual leaseback rate, these Ajabgarh units yield an immediate 30.3% annual return on the ₹16.5 lakh villas, a 33.3% annual return on the ₹15 lakh villas, and a 35.7% annual return on the ₹14 lakh villas.

The March 15–17, 2026 Property Return Disclosures

Crucially, the March 27, 2026 sub-registrar filings in Pratapgarh occurred just ten days after independent journalistic investigations had already spotlighted anomalies in the couple's annual property declarations. On March 15, 2026, following the central government's public release of Immovable Property Returns (IPRs) for 281 IAS officers of the Rajasthan cadre (reflecting assets held as of December 31, 2025, and filed in January 2026), Rajasthan Patrika published a statewide wealth analysis. The analysis revealed that while 2004-batch IAS officer Ambrish Kumar topped the cadre with ₹20.62 crore in declared immovable assets (and Chief Secretary V. Srinivas declared the lowest at ₹10.30 lakh), Shikhar Agrawal ranked as the second-wealthiest IAS officer in Rajasthan—and the wealthiest among all Additional Chief Secretaries—with declared immovable assets totaling ₹11.58 crore.

Two days later, on March 17, 2026, digital news platform The Sootr published a targeted investigation examining the stark contradiction between the IPR filed by Shikhar Agrawal on January 7, 2026, and the IPR filed by his wife, ADG Dr. Prashakha Mathur, on January 8, 2026. The Sootr documented that Mathur had submitted a completely blank property return showing "zero" immovable assets. Yet, in his own January 7, 2026 declaration, Agrawal explicitly listed multiple high-value residential and agricultural properties in Jaipur and Udaipur as being held in joint ownership with his wife, Dr. Prashakha Mathur. Furthermore, The Sootr noted that Agrawal’s January 7, 2026 return already declared his 10 cottages at Ananta Hotels and Resorts in Bujhda (Udaipur) and 4 villas at Ananta Spa and Resorts in Ajabgarh (Alwar)—indicating that the financial commitments or allotment arrangements for his 4 Ajabgarh villas were already in place by the end of 2025, prior to the formal execution of the sale and leaseback deeds at the Pratapgarh Sub-Registrar's Office on March 27, 2026.

A closer inspection of the numbers declared by Agrawal in his January 7, 2026 IPR—as reported by The Sootr in March 2026—reveals a further discrepancy when compared against the lease deeds later obtained by Dainik Bhaskar in October 2026. In his IPR, Agrawal stated that his 10 cottages in Bujhda (bought for ₹15 lakh each) had a current market value of ₹25 lakh each (₹2.50 crore total) and generated ₹50 lakh annually in income, while his 4 villas in Ajabgarh generated ₹20 lakh annually. However, according to the registered lease deeds from the Barapal Sub-Registrar's Office examined by Dainik Bhaskar, the Bujhda cottages were leased at ₹4 lakh per cottage per year (which equals ₹40 lakh per year for 10 cottages, whereas ₹5 lakh per unit is the Ajabgarh villa rate). Additionally, The Sootr noted in October 2026 that while Agrawal’s IPR mentioned his 14 resort properties, the specific purchase price for the Ajabgarh units was not transparently disclosed in the return's valuation column.

When contacted by The Sootr in mid-March 2026 regarding why her property return was entirely blank despite her husband declaring joint ownership with her across multiple Jaipur and Udaipur properties, ADG Dr. Prashakha Mathur declined to provide an explanation, stating that she was in a meeting and could not comment at that time. Governance and service-rule experts consulted by The Sootr pointed out that under civil service regulations, if an IPS officer submits a return showing "zero" or blank details while actively holding sole and joint immovable properties, the omission cannot easily be dismissed as a clerical oversight and may be treated as a substantive suppression of mandatory information.

2024–early 2026: Administrative Ascendancy and the Industrial-Regulatory Nexus

To understand why the Agrawal-Mathur family’s transactions with Goyal Fashions Private Limited have raised acute conflict-of-interest questions, it is necessary to examine Shikhar Agrawal’s trajectory at the apex of Rajasthan’s administrative hierarchy between early 2024 and early 2026. On February 3, 2024, shortly after the BJP returned to power in Rajasthan under Chief Minister Bhajan Lal Sharma, the state Department of Personnel issued orders appointing Agrawal as Additional Chief Secretary (ACS) to the Chief Minister. Bypassing speculation that a Gujarat-cadre officer might be brought in to head the Chief Minister's Secretariat, Agrawal’s appointment positioned him as the principal bureaucratic authority in the CMO, overseeing departmental coordination, policy clearances, and executive governance across the state.

After nearly 22 months at the helm of the CMO, Agrawal was reassigned during a sweeping administrative reshuffle of 48 IAS officers on November 22, 2025. Rather than diminishing his influence, the transfer consolidated his control over Rajasthan’s entire industrial, commercial, and land-allotment ecosystem. In his current assignment, Agrawal simultaneously serves as the Additional Chief Secretary for the departments of Industries, Micro, Small and Medium Enterprises (MSME), Public Sector Undertakings (PSUs), the Delhi-Mumbai Industrial Corridor (DMIC), and Investment and Non-Resident Rajasthani (NRR) Affairs. Alongside these secretariat portfolios, he serves as Chairman of the Rajasthan State Industrial Development and Investment Corporation (RIICO)—the state’s premier agency for acquiring, developing, and allotting industrial and commercial land—as well as Chairman and Managing Director (CMD) of the Rajasthan Small Industries Corporation (RajSICO) and Special Officer at the Bhiwadi Integrated Development Authority (BIDA).

During this same period, Agrawal served as the key administrative driver implementing Memorandums of Understanding (MoUs) signed under the state government's flagship "Rising Rajasthan Global Investment Summit". Significantly, official news records from January 23, 2026—just two months before the March 27, 2026 registration of the 20 Ajabgarh villas—document ACS Industries Shikhar Agrawal participating alongside Chief Secretary V. Srinivas and ACS Ajitabh Sharma in formal state investment review proceedings featuring Goyal Fashions Private Limited. While Dr. Prashakha Mathur’s portfolio as ADG (Planning, Modernisation, and Welfare) in the Rajasthan Police is focused on internal police administration, her husband’s concurrent authority over Industries, MSMEs, RIICO land allotments, and investment summit MoU implementation directly overlaps with the core business verticals of Goyal Fashions Private Limited.

September 2023: The Bujhda Cottage Deals and the Same-Day Leaseback Model

The template for the family’s hospitality investments was established two and a half years prior to the Ajabgarh deal, during the final months of the previous Congress government when Agrawal was serving as Additional Chief Secretary in the Forest, Environment, and Climate Change Department. On September 29, 2023, Shikhar Agrawal and Dr. Prashakha Mathur registered the purchase of 20 luxury cottages at "The Ananta Udaipur," a sprawling resort property operated by Goyal Fashions Private Limited in Village Bujhda, Tehsil Girwa (along Kodiyat Road), Udaipur district.

The registration documents, executed at the Barapal Sub-Registrar’s Office on September 29, 2023, divided the 20 cottages equally between the husband and wife. Agrawal registered 10 cottages in his name at a consideration of ₹15 lakh per cottage (₹1.50 crore), and Mathur registered 10 cottages in her name at ₹15 lakh per cottage (₹1.50 crore), representing a combined capital investment of ₹3.00 crore. On that exact day at the Barapal Sub-Registrar's Office, both officers signed lease deeds handing all 20 cottages back to Goyal Fashions Private Limited for an annual lease rental of ₹4 lakh per cottage—generating ₹80 lakh per year (₹40 lakh annually for each spouse), or an immediate 26.67% annual return on their purchase price.

Several contextual details from corporate and land records underscore the significance of the September 2023–October 2023 window. According to Ministry of Corporate Affairs (MCA) filings, September 29, 2023—the exact day the 20 Bujhda cottage sale and leaseback deeds were registered at Barapal—was also the date on which Goyal Fashions Private Limited convened its formal Annual General Meeting (AGM) for the financial year. Moreover, promotional materials for The Ananta Udaipur in Village Bujhda describe an upscale destination resort featuring luxury wooden cottages with bathtubs, 4,500-square-foot presidential villas, a golf course, organic farming zones, and multiple fine-dining restaurants. Within two years of purchasing the Bujhda cottages at ₹15 lakh apiece, Agrawal himself valued each cottage at ₹25 lakh (a 66.7% capital appreciation, alongside the 26.67%–33.33% annual rental inflow) in his January 2026 IPR. Just days after deploying ₹3.00 crore into the Bujhda cottages in late September 2023, Agrawal and Mathur also jointly purchased a 452.69-square-yard mixed-use plot in Defence Colony, Vaishali Nagar, Jaipur, in October 2023—a property valued at ₹3.00 crore in Agrawal’s early 2026 IPR. In his statutory filings, Agrawal attributed the source of funds for his portfolio to personal savings, his wife’s savings, and proceeds from the sale of earlier properties.

Background and Context: The Bureaucrats, the Conglomerate, and the Conduct Rules

Career Trajectories of Shikhar Agrawal and Dr. Prashakha Mathur

Shikhar Agrawal (born July 9, 1970, in Kanpur, Uttar Pradesh) earned a B.Tech in Civil Engineering from the Indian Institute of Technology (IIT) Kanpur before clearing the UPSC Civil Services Examination in 1992 and entering the Rajasthan cadre of the IAS in 1993 at the age of 23. Over a three-decade career (with retirement scheduled for July 31, 2030), Agrawal developed a reputation as an assertive administrator who consistently secured marquee postings during BJP administrations while being shifted to peripheral roles under Congress governments. During former BJP Chief Minister Vasundhara Raje’s first tenure (2003–2008), he served as District Collector of major districts including Udaipur and Bikaner (after earlier collectorates in Jalore and Hanumangarh), Managing Director of Ajmer Vidyut Vitran Nigam Limited, and Special Secretary in the Public Health Engineering Department (PHED).

Following the change of government in late 2008, Agrawal proceeded on central deputation to New Delhi in March 2009 for five years, serving as Director in the Department of Revenue (Ministry of Finance) and Private Secretary to the Adviser to the Prime Minister on the National Council on Skill Development. Immediately after Vasundhara Raje returned as Chief Minister in December 2013, Agrawal returned to Rajasthan in February 2014 and was appointed Commissioner of the Jaipur Development Authority (JDA). His two-year tenure as JDA Commissioner became well known in state real estate circles for the rapid carving out and auctioning of dozens of residential colonies around Jaipur, generating hundreds of crores of rupees in revenue for the civic body. Conversely, during Congress Chief Minister Ashok Gehlot’s 2018–2023 tenure, Agrawal was largely sidelined for two years as a Member of the Board of Revenue in Ajmer and Chairman of the Rajasthan Civil Services Appellate Tribunal before being posted to the Water Resources, Tribal Area Development, and Forest and Environment departments. His wife, Dr. Prashakha Mathur, holds an MBBS degree and joined the IPS in 1995, rising through district and range assignments in Rajasthan to the rank of Additional Director General of Police (ADG).

Inside Goyal Fashions Private Limited and the Ananta Network

The corporate counterparty in all 40 property transactions, Goyal Fashions Private Limited (CIN: U18101RJ1981PTC018803), is a 45-year-old private company incorporated on March 6, 1981, and headquartered at "Goyal House," 24, Ajmer Road, Jaipur. Governed by a board of directors comprising Managing Director Sanjay Goyal alongside Directors Mukund Goyal, Mohit Goyal, and Ashutosh Goyal (with Mukesh Goyal listed in trade registries), the company operates with a modest paid-up share capital of ₹1.60 lakh (against an authorized capital of ₹41 lakh) while generating substantial operating turnover between ₹100 crore and ₹500 crore in FY 2024–25, expanding at a 19% compounded annual growth rate.

While originally established as a garment manufacturer and exporter of women's apparel, Goyal Fashions has evolved into a multi-vertical enterprise whose business activities intersect with state government agencies across hospitality, government-partnered skill development, and industrial real estate. Accommodation and food services now represent the majority of Goyal Fashions’ turnover. Operating 14 hotels and resorts nationwide under the "Ananta" brand—including properties in Udaipur (Bujhda), Alwar (Ajabgarh), Pushkar, Ranthambore (The Baagh Ananta Elite), and Kota (5 Flowers Ananta Elite and Lotus Ananta Elite)—the group utilizes a fractional sale-and-leaseback model in which individual cottages or villas are sold and leased back as managed hotel inventory.

Alongside its hospitality operations, Goyal Fashions describes itself through its education vertical as a "Leading Government TP (Training Partner)" with a major track record under Central and State government skill schemes across Rajasthan and Punjab. The company reports having trained over 11,000 youth and organized more than 500 women-led Self-Help Groups (SHGs) in textile stitching, packaging, and hospitality, placing trainees across Ananta properties. Furthermore, corporate registry filings show that the directors of Goyal Fashions hold directorships across an extensive web of Jaipur-based real estate, colonizing, granite, and industrial infrastructure firms, including Goyal Industrial Park Private Limited, Vinayaka Colonisers and Developers Private Limited, Kohinoor Buildcon Private Limited, Goldstar Buildcon Private Limited, Mukund Estates Private Limited, Goyal Retreat Private Limited, and Mangalshri Granites Private Limited. Regulatory filings from October 2024 to March 2025 also recorded 16 instances of MSME supplier payment delays by Goyal Fashions Private Limited—a compliance area falling within the broader purview of the state MSME administration.

The Statutory Framework: All India Services (Conduct) Rules, 1968

The regulatory questions confronting Shikhar Agrawal and Dr. Prashakha Mathur ultimately rest on the statutory mandates of the All India Services (Conduct) Rules, 1968, and Section 44 of the Lokpal and Lokayuktas Act, 2013. Under Rule 16(1) and Rule 16(2) of the Conduct Rules, every member of the IAS and IPS is legally required to submit an annual Immovable Property Return (IPR) in Form I every January, declaring all immovable properties held as of January 1 (or December 31 of the prior year). Crucially, Form I requires officers to disclose not only properties held in their own name, but also properties held in the name of their spouse or any member of their family, along with the present value, exact mode and date of acquisition, details of the person or company from whom the asset was acquired, and the annual income derived from the property.

Additionally, Rule 16(3) and Rule 16(4) stipulate that entering into any immovable property transaction—including both purchases and leases, whether under written or oral agreements—with a person having official dealings with the officer requires prior government sanction routed through the Head of Department. Even when a transaction is conducted through a regular or reputed commercial dealer, officers are required to file an ex-post-facto report detailing the transaction and the source of funding. Finally, Rule 14 imposes strict prohibitions on officers engaging in private trade or commercial business without prior sanction. While civil servants are permitted to earn passive rental income from bona fide residential or commercial properties, structuring bulk acquisitions of 40 commercial hotel units across a family unit with same-day guaranteed leaseback deeds raises complex legal questions over where passive real estate investment ends and participation in a commercial hospitality enterprise begins.

Analytical Conclusion: Unresolved Questions of Valuation and Governance

The documentary record surrounding the Agrawal-Mathur family’s 40 resort properties crystallizes three fundamental issues for administrative and regulatory authorities in Jaipur and New Delhi. The first concerns the economic structure of the sale-and-leaseback terms: acquiring luxury resort villas and cottages for ₹14 lakh to ₹16.5 lakh and immediately leasing them back to the developer on the same day for ₹4 lakh to ₹5 lakh per year guarantees an annual return of 26.7% to 35.7%, an arrangement that diverges sharply from conventional real estate yields. Whether those terms were commercially available to ordinary retail investors on identical pricing or represented bespoke arrangements for an influential bureaucratic family can only be established by auditing Goyal Fashions Private Limited’s complete sub-registrar deed ledger at Barapal and Pratapgarh.

The second issue centers on regulatory overlap: because Shikhar Agrawal served at the helm of the Chief Minister's Office from February 2024 to November 2025 and subsequently assumed direct command over Industries, MSMEs, RIICO, and investment MoU implementation—participating in state investment reviews involving Goyal Fashions Private Limited in January 2026 prior to the March 2026 Ajabgarh registrations—any official files, land allotments, skill-development grants, or tourism incentives processed for the Goyal group during this period require independent scrutiny under Rule 16 of the All India Services (Conduct) Rules. Finally, the statutory disclosure gap—whereby an Additional Director General of Police submitted a blank annual property return on January 8, 2026, despite holding 14 registered resort units in her own name and four major joint properties declared a day earlier by her husband—tests whether mandatory asset transparency mechanisms for India’s senior-most civil servants function as enforceable legal safeguards or mere procedural formalities.
