"गर फिरदौस बर रूये ज़मी अस्त": In Kishtwar, a minor Hindu girl raped by a Muslim boy, sparking widespread protests and accusations against SHO Zaheer Iqbal for protecting the accused; a magisterial inquiry ordered to restore justice after the protest

On August 18th, a deeply troubling incident unfolded in the Marwah area of Kishtwar district, Jammu and Kashmir, where a 15-year-old minor Hindu girl was reportedly raped by a Muslim boy. This event ignited a wave of outrage among the local Hindu community, leading to significant protests organized by groups including the Sanatan Dharam Sabha. The community's reaction highlighted not only the severity of the alleged crime but also the broader concerns of safety and security for Hindus in the region.

Following the incident, tensions escalated as accusations surfaced against the local police, particularly against Station House Officer (SHO) Zaheer Iqbal, who was accused of shielding the accused and thereby exacerbating the community's fears. In light of these serious accusations and the intense public backlash, a magisterial inquiry was launched on August 20th to investigate the circumstances surrounding the event. Alongside this, SHO Zaheer Iqbal was suspended, reflecting the authorities' response to the public's demand for accountability.
Kishtwar Senior Superintendent of Police (SSP) Abdul Qayoom reported that two youths had been arrested following the incident, and a First Information Report (FIR) was filed under the Protection of Children from Sexual Offences (POCSO) Act. Despite these actions, the local community's trust had been shaken, as evidenced by ongoing protests and claims that the police response was insufficient and biased.
The Sub-divisional magistrate (SDM) Dr. Mohammad Ashraf confirmed that the district administration ordered the magisterial probe and reassigned SHO Zaheer Iqbal to the district police lines following the incident. The SDM himself visited the victim's village in an attempt to address and soothe the heightened tensions among the agitators. Protesters charged that the SHO had not only failed to protect the victim but had actively protected the accused and his family, which led to allegations of a breakdown in the community's trust in local law enforcement.
Meanwhile, tensions in the community further escalated when a group of enraged locals broke into the home of the accused on August 19th, following a failed attempt to set it ablaze the previous day. The accused had fled with his family, but upon their return, they were met with hostility and physical assaults by the villagers. This violent response underscores the intense emotions and turmoil stirred by the incident within the local community.

In a move to address the escalating situation and restore order, Dr. Mohammad Ashraf announced that the village police post would be significantly reinforced. The administration has decided to increase the staffing at this post, appointing 12 officers to ensure better security and law enforcement presence in the area. This decision reflects the administration's recognition of the community's heightened concerns and their demands for more robust security measures.
Furthermore, Dr. Ashraf revealed plans to enhance local educational support, a response to the precarious journey students must undertake daily. “The administration has also deputed two teachers to the village for 12 students of Classes 9 and 10 as they have to walk through a jungle to reach their school in Marwah. Besides wild animals, there are other possible dangers that lurk in the jungles of Marwah,” he mentioned. This initiative aims to ensure the safety and educational continuity of the village’s youth, mitigating the risks they face from wildlife and other potential hazards on their route to school.
Adding to the complexity of the situation, a recent protest march involving a group of 20 to 30 females was highlighted by the authorities. The officer reported that while efforts were made to pacify the protesters, resistance led to an unfortunate incident where “one girl got injured,” alluding to videos that have circulated on social media showcasing the event. This incident further illustrates the volatile and charged atmosphere in the village, as the community reacts to both the crime and the perceived inadequacies in the official response.
As Dr. Ashraf has been allocated a month to carry out a thorough inquiry and produce a comprehensive factual report, the community waits in anticipation.

In the wake of the escalating tensions and social unrest in Kishtwar, the local administration has taken a proactive stance in addressing the community's concerns and the widespread circulation of potentially inflammatory material on social media. The Sub-divisional Magistrate (SDM) emphasized that the Kishtwar District Magistrate is thoroughly investigating the authenticity of the clips that have been shared widely, showcasing the unrest linked to the Marwah incident.
The SDM urged the community to maintain calm and issued a stern warning against any actions that could exacerbate the already tense situation. “In clarification to the videos being circulated on social media regarding the Marwah incident, the preliminary report has prima facie found that 20-30 women were part of a protest march. They were stopped and pacified, but due to resentment and counter-resistance, the incident seemingly occurred when the police attempted to resist the movement. However, Kishtwar District Magistrate has taken cognisance of the matter to ascertain the facts. The authenticity of the clips is being scrutinised. The general public is requested to extend full cooperation to maintain peace and tranquillity and not to fall prey to any misinformation that may affect the region’s peace,” the official statement read.
Further, the administration has received direct appeals from the local community seeking justice and additional security measures. A memo was presented to Rajesh Kumar Shavan, the deputy commissioner of Kishtwar, by a delegation from the Sanatan Dharam Sabha, Dachhan. This memo not only requested severe punishment for the culprits involved in the recent incident but also highlighted the need for enhanced security measures for the Hindu minority in the Hanzel and Chanjer areas. Additionally, the memo addressed a significant concern regarding the safety of schoolgirls traveling through forested areas, proposing alternative plans to reduce the risks associated with these journeys.
