Terror Links Alleged: Five J&K Staff Fired in Govt Crackdown

On Tuesday, the administration of Jammu and Kashmir took decisive action by terminating the employment of five government workers. The dismissal was carried out under the specific and stringent provisions of Article 311 (2)(c) of the Constitution. The primary reason cited for this strict measure was the alleged involvement of these employees with known terror outfits.

This recent move is not an isolated incident but part of a larger, ongoing campaign initiated by the Lieutenant Governor-led administration. Since the crackdown began in 2021, the total count of government employees removed from service for similar reasons has now reached 89.

To understand the legal basis of this action, it is important to look at Article 311(2)(c). This constitutional provision grants the government the authority to dismiss an employee without the need to hold a formal departmental inquiry or provide the individual a chance to defend themselves, usually on the grounds of national security. However, this approach has sparked significant debate. Because a large portion of the terminated employees hail from Kashmir, various political parties within the Valley have raised strong objections. They have criticized these moves as “arbitrary terminations” that serve to “disempower” the people of Kashmir rather than solely addressing security concerns.

The Teacher Accused of Planning Attacks

Among the five individuals dismissed on Tuesday was Mohammad Ishfaq. He had been employed as a teacher within the Jammu and Kashmir Education Department since 2013. While his public role was that of an educator, security sources allege he was leading a double life. He is accused of maintaining consistent communication with a designated terrorist operating out of Pakistan—Lashkar-e-Toiba (LeT) commander Mohammad Amin, also known as Abu Khubaib.

According to officials, Ishfaq was not just a sympathizer but was handed an “active operational role” by the LeT. His specific assignment, sources claim, was to carry out a targeted attack involving the killing of a police officer in the Doda district in early 2022. Intelligence agencies had reportedly been watching him closely. “His activities were put under surveillance by security and intelligence agencies, and sustained monitoring revealed that he was helped in the terror activities by certain OGWs (over-ground workers) of LeT,” sources claimed. Fortunately, before the alleged plan could be carried out, the J&K Police arrested him in April 2022. He currently remains incarcerated.

The Lab Technician and the Escape Plot

The second employee to face termination was Tariq Ahmad Rah. He had a long tenure with the Health Department, starting as a contractual worker in 2011 before becoming a permanent staff member. He served as a lab technician at the sub-district hospital in Bijbehera.

Sources allege that Rah’s radicalization began at a young age under the influence of Hizb-ul-Mujahideen. This connection was reportedly familial. “One of his relatives, Amin Baba alias Abid, was a divisional commander of Hizb-ul-Mujahideen from 1998-2005,” the source said.

The investigation into Rah deepened when the State Investigation Agency (SIA) looked into how the commander, Amin Baba, managed to escape to Pakistan in 2005. The probe allegedly uncovered that Rah played a crucial logistical role. He is accused of facilitating Baba’s safe stay in Anantnag and subsequently arranging his transport all the way to the Attari-Wagah border. Following these revelations, Rah was arrested under the Unlawful Activities (Prevention) Act (UAPA), though he was later released on bail.

The Lineman in Gurez

Bashir Ahmad Mir, an assistant lineman with the Public Health Engineering (PHE) Department, was also removed from service. Mir was a veteran employee, having worked with the department since 1988 and gaining regular status in 1996.

Despite his long service, he is accused of operating as an active Over-Ground Worker (OGW) for Lashkar-e-Toiba in the sensitive Gurez area of Bandipora. Officials allege that Mir used his local knowledge to covertly facilitate terrorist movements in the Gurez hinterlands for years. His alleged activities included guiding terrorists through the terrain, sharing intelligence on security force movements, and providing shelter.

His involvement reportedly surfaced in September 2021. Acting on specific intelligence inputs, the police raided Mir’s residence and claimed to have found two LeT terrorists hiding there. Following his arrest, the court granted him medical bail.

The Forest Worker and the Politician’s Aide

Farooq Ahmad Bhat, a field worker for the J&K Forest Department stationed in Anantnag, was the fourth employee sacked. Officials claim that he is “actively working with terror outfit Hizb-ul-Mujahideen”.

Interestingly, Bhat’s influence allegedly extended into political circles. Authorities claim he worked informally as the “personal assistant” to a former Member of Legislative Assembly (MLA) who also had alleged ties to the terror group. Investigators believe Bhat worked in tandem with the lab technician, Tariq Ahmad Rah, to plan and execute the escape of Hizb-ul-Mujahideen commander Amin Baba to Pakistan.

The Driver and the Arms Consignment

The final employee dismissed on Tuesday was Mohammad Yousf, a driver for the Health and Medical Education Department since 2009. Investigators paint a picture of a man deeply embedded in a terror supply chain. They claim Yousf was in “regular contact with terrorists”, specifically communicating with Bashir Ahmad Bhat, a Hizb-ul-Mujahideen operative based in Pakistan.

Acting on instructions from across the border, Yousf allegedly built connections with terror cadres to handle critical tasks such as moving funds and procuring weapons in the Ganderbal district.

The situation escalated on July 20, 2024. Police intercepted a vehicle carrying Yousf and an associate, Eashan Hamid. During the search, officers recovered a pistol, ammunition, a grenade, and Rs 5 lakh in cash.

Regarding the depth of his involvement, sources provided a detailed account of what was uncovered after his capture:

“During the sustained interrogation, Yousf revealed that he received the consignment on the direction of his Pakistani handler and it was supposed to be delivered to a terrorist. Yousf further revealed that he was actively involved in providing operational logistics to terrorists using his official position as hospital Driver. He was also part of a network which provided phones to jailed terrorists to establish communication with Pakistan-based terrorists.”
