The Cockroach Janta Party’s (CJP) aggressive push to expand its contentious street politics into the Northeast met a firm administrative wall in Guwahati over the weekend.

On the morning of Sunday, September 26, Assam Police moved swiftly to detain CJP co-convenor and spokesperson Ashutosh Ranka alongside top leaders and volunteers before they could stage an unsanctioned political gathering in the high-security zone flanking the Assam Secretariat.

The preemptive police action—which extended into Sunday, September 27—came amid growing intelligence concerns that the outfit was attempting to replicate in Assam the disruptive, agitational playbook it previously deployed in the National Capital.

Disruption Over Dialogue: Relocating to a Sensitive Power Center

The confrontation was sparked by the CJP’s abrupt decision to shift its regional gathering directly opposite the seat of state governance. The organisation had originally scheduled its regional volunteers’ meeting for 10:00 AM at the Assam Shree Parshuram Seva Sadan along Kharga Choudhury Road in Athgaon. However, after organisers claimed that outside pressure forced the Athgaon management to withdraw permission, the party chose not to seek conventional municipal clearances.

Instead, the CJP deliberately relocated its 200-to-300-strong assembly to Chowdhury Tila, an elevated private hillside plot situated directly across from the Assam Secretariat. Moving a large, confrontational gathering within visual range of the state’s key administrative offices raised immediate red flags for law enforcement tasked with maintaining public order.

By early morning, security forces moved to contain the situation. Police placed barricades across both ends of the access road leading up the hill, deploying specialized personnel equipped with tear-gas gear to deter unauthorized crowds. Delegates arriving in Dispur were stopped and redirected. In response, CJP cadres accused the administration of orchestrating an unprovoked blockade, with party functionaries claiming that around 50 people were intercepted across the city. Internal party estimates separately put the figure at around 30 core workers—including four central committee members—alongside roughly 20 additional arriving volunteers.

As officers began moving detained leaders into official vehicles, senior functionary Ankit Bhardwaj sought to amplify the confrontation, telling The Times of India: “Assam Police have detained the CJP’s senior leadership, including Ashutosh Ranka, Prem Aakash and me, along with several of our Assam volunteers. We have been taken to a police facility in Guwahati.” Another party worker shouted to reporters while being escorted onto a police bus: “They stopped us from holding a peaceful volunteers’ meeting and are now taking us away from the venue against our will.”

A Deliberate Campaign of Provocation Across the Northeast

Ranka’s arrival in Assam on Saturday had already set off alarm bells in political circles. Rather than engaging in routine party-building, the CJP’s agenda pointed toward polarizing local flashpoints. In public statements and social media posts, Ranka openly declared that the party planned to meet the families of individuals deemed ineligible voters and illegal immigrants whose names had been removed during the official revision of the electoral rolls. In a border state where demographic integrity and citizenship verification remain delicate, highly scrutinized subjects, critics viewed this outreach as an intentional move to inflame communal and regional fault lines.

Furthermore, Ranka spent his first day closeted in strategic discussions with Raijor Dal leader Akhil Gogoi and other regional opposition figures. While discussions ostensibly covered recent floods in Assam, the broader coordination pointed toward an organized attempt to create political volatility and challenge the state administration.

When police intervened, Ranka resorted to combative rhetoric, accusing Chief Minister Himanta Biswa Sarma of using the state machinery out of fear:

“Himanta Biswa Sarma is scared that if we show the reality of schools in Assam, the country will come to know about their condition. Himanta Biswa Sarma is scared because of how the rights of our people are being taken away in Kaziranga, and how land, forests and water are being taken away and given to corporates.”

Continuing his aggressive posture while being escorted into custody, Ranka launched a direct personal broadside against the Chief Minister, questioning his electoral legitimacy:

“Himanta Biswa Sarma fears that if we expose the reality of Assam's schools, the country will learn about their condition. He is afraid that people will know how their rights were being snatched in Kaziranga for the benefit of the corporates. But we are not afraid of him. We know that he won the Assembly election by redrawing boundaries of constituencies.”

Ranka maintained that authorities were simply trying to silence the party's inquiries into government schools, infrastructure, and urban man-made flooding, claiming the police had raided a peaceful gathering on private property.

Social Media Escalation and Ultimatums to the State

Back in Delhi, CJP Founder and National Convenor Abhijeet Dipke launched an immediate online counter-offensive, projecting a narrative of victimhood. Taking to X, Dipke posted: “Assam Police has detained Ashutosh Ranka and the CJP team and is taking them to an unknown location.”

Dipke claimed that Ranka had been taken from a private residence in Guwahati without being served formal charges. In a follow-up post aimed directly at the state executive, he posted: “Ashu was picked up by Assam Police from a private residence. They have still not been told under what charges or on what grounds he has been detained.” Issuing a direct threat to escalate the confrontation on the ground, Dipke added: “If Ashu is not released, I will go to Assam along with other CJP members. Himanta can arrest us all.”

Meanwhile, the party claimed that its legal team was denied access to Ranka and the other detainees at Guwahati holding facilities, using the delay to allege administrative secrecy.

Opposition Standoff and Threat of Continued Aggression

Refusing to back down after their unauthorized gathering was disrupted, remaining CJP figures joined allied political forces to sustain public pressure. At 12:45 PM on September 27, a joint press briefing was held at Chowdhury Tila. The panel featured Anish Gawande, National Spokesperson of the Nationalist Congress Party – Sharadchandra Pawar (NCP-SP), flanked by Saifur Rehman of the CJP and Civil Society Coordinator Paresh Malakar.

The speakers attacked the administration for breaking up the event, defending the sudden relocation from Athgaon and demanding the immediate, unconditional release of Ranka, Bhardwaj, Aakash, and all detained volunteers. Setting an aggressive deadline, the CJP warned that if its personnel were not freed at once, it would convene a second press conference at 5:30 PM to declare an expanded agitation across Assam in coordination with regional allies.

While Assam Police and Guwahati administrative authorities have maintained operational silence without releasing an official statement detailing the exact custody figures or formal sections applied, the administration's decisive action sent an unmistakable signal: attempts by outside political groups to manufacture unrest and disrupt stability under the banner of volunteer activism will not be permitted.
