"Book has not gone into publishing": Penguin denies publishing General Naravane’s memoir as Rahul Gandhi quotes a leaked draft in Parliament, triggering a police probe and mass suspensions over explosive India-China standoff revelations

A burgeoning political controversy involving national security, parliamentary privilege, and the freedom of the press has taken a sharper turn. Penguin Random House India (PRHI) has stepped into the fray with a categorical denial regarding the release of Four Stars of Destiny, the highly anticipated memoir of former Army Chief General Manoj Mukund Naravane.
This clarification clashes directly with claims made by Congress leader Rahul Gandhi, who recently produced a physical copy of the book in the Lok Sabha, sparking a row that has since led to police action and the suspension of multiple Members of Parliament.

The Publisher’s Firm Rebuttal
In an attempt to quell the speculation swirling around the text, the publishing giant broke its silence on Monday. The core of the dispute lies in whether the book—which allegedly contains sensitive details regarding the 2020 India-China standoff in Ladakh—is officially in the public domain.
Addressing the media and the public, the publishing house stated: “Penguin Random House India would like to clarify that we hold the sole publishing rights for the book Four Stars of Destiny, a memoir by General Manoj Mukund Naravane, former Chief of the Indian Army. We wish to make it clear that the book has not gone into publication.”
The publisher went a step further to address the physical copies that have seemingly appeared in the hands of political figures. They asserted that no authorized version has left their warehouse. The statement emphasized that no copies of the book “in print or digital form” have been “published, distributed, sold, or otherwise made available to the public.”

PRHI also issued a stern warning regarding the circulation of leaked manuscripts, signaling a zero-tolerance approach to what they term as intellectual property theft. “Any copies of the book currently in circulation, in whole or in part, whether in print, digital, PDF, or any other format, online or offline, on any platform, constitute an infringement of PRHI’s copyright and must immediately be ceased,” the statement read. It concluded by affirming that “legal remedies would be pursued against unauthorised distribution.”Police Probe and Parliamentary Chaos
The situation escalated from a war of words to a legal matter quickly. Following the publisher's clarification, the Delhi Police registered a First Information Report (FIR), handing the investigation over to its Special Cell. According to sources [referenced in reports by India Today and The Economic Times], the police are treating the matter as a suspected leak of a sensitive document that had not yet received the requisite clearances for release.
However, the true theater of this conflict remains the Parliament. The issue erupted last week when Rahul Gandhi was observed within the complex holding a bound volume he identified as the "unreleased memoir." His attempt to read excerpts from it on February 2 triggered a procedural standoff, with the Chair disallowing the citation on the grounds that the text was not formally published.
The fallout was immediate and severe. On Tuesday, the dispute reached a boiling point when eight MPs—seven from the Congress and one from the CPI(M)—were suspended for the remainder of the Budget session. Their suspension was attributed to “unruly behaviour” following the continued blocking of Mr. Gandhi’s attempts to quote from the material.

The ‘Lying’ Paradox
Despite the publisher's denial and the government's objections, Mr. Gandhi has refused to back down. Speaking to the press, he questioned the narrative that the book does not exist, using the physical copy in his hand as visual proof.
“The Speaker has said this book does not exist, the government has said it does not exist, Defence Minister Rajnath Singh ji has said this book does not exist. Every youngster in India should see this book exists,” Gandhi declared, while displaying the volume. He alleged that the former Army chief had penned a “detailed account of events during the 2020 India-China standoff in Ladakh” and that the government was actively preventing these facts from entering the parliamentary record.
Earlier today, Mr. Gandhi intensified his attack, presenting a binary choice to the public: either the decorated General is being untruthful, or the publisher is. He cited a past social media endorsement from the General himself to bolster his claim.
“Here is a tweet from Mr Naravane which says, ‘Just follow the link to my book’. The point I am making is—either Mr Naravane is lying, or it is Penguin that is lying. I don’t think the former Army chief will lie,” Gandhi argued.
He pointed out the contradictions in the timeline and availability, stating, “Penguin says the book has not been published. But the book is available on Amazon. Gen. Naravane has tweeted, ‘Please buy my book in 2023.’ I believe Naravane ji over Penguin. Do you believe Penguin over Naravane ji?”
The Leader of the Opposition concluded by suggesting that the suppression of the book was politically motivated rather than a mere publishing delay. He alleged that the memoir contains statements “which are inconvenient for the Government of India and the Prime Minister of India,” and said, “Obviously, you have to decide if Penguin or the former Army chief is telling the truth.”
As the Special Cell begins its probe into the leak and the political opposition continues to leverage the "phantom" book, the release of Four Stars of Destiny has become one of the most contentious publishing events in recent Indian history.
