According to ATS officials, the definitive objective of this network is to establish widespread, quietly placed sleeper cells inside the country. These local recruits are deliberately chosen to avoid raising suspicion, allowing them to effectively carry out specialized tasks such as infrastructure surveillance, tracking and attacking security personnel, targeted political assassinations, and coordinated strikes on highly sensitive political or religious locations.
Tracing Communications to Foreign Handlers
A technical forensic review of the seized mobile phone confirmed that Shaikh maintained direct and routine contact with multiple overseas handlers. These communications were conducted primarily via encrypted WhatsApp chats and alternative social media applications bound to mobile numbers operating out of Pakistan and Dubai. The digital footprints collected so far indicate a steady flow of instructions, ideological material, and operational planning.
The ATS has successfully unmasked three principal foreign handlers orchestrating these operations from abroad:
- Shahzad Bhatti (the Pakistan-based gangster)
- Ajmal Gurjar
- Raza Pakistani
These three individuals have been identified as the key coordinators responsible for selecting targets, vetting recruits, distributing operational funds, and guiding the day-to-day movements of domestic operatives working on Indian soil.
Investigative Scope Expands Across State Borders
Fearing a deeper local contagion, intelligence officials suspect that Shaikh was not merely acting as an isolated operative, but was actively trying to identify and radicalize other youths within his immediate social and geographical circles in Azamgarh to pull them into the network. His smartphone, bank account details, and digital records are undergoing rigorous analysis to map out localized financial trails and expose hidden contacts or auxiliary operatives who may have provided shelter or funds.
Following the arrest, legal proceedings were initiated immediately. A formal case has been registered under the relevant legal frameworks, including Sections 148, 152, and 61(2) of the Bharatiya Nyaya Sanhita (BNS), alongside Section 3/25 of the Arms Act, and Section 18 of the stringent Unlawful Activities (Prevention) Act (UAPA). The ATS is presenting the accused before the competent court to secure extended police custody remand for deeper interrogation.
This security breakthrough follows closely on the heels of a related operation conducted roughly a month prior, during which the ATS detained two other vital components of the exact same cross-border module. Those suspects were identified as 23-year-old Daniyal Ashraf, apprehended from Barabanki, and 20-year-old Krishna Mishra, arrested from Kushinagar.
Investigations into their past activities revealed they had been drawn into the ring through Instagram and adjacent social networks. Before their capture, the duo had successfully carried out detailed physical surveillance on critical installations and potential targets spanning across Uttar Pradesh, Delhi, and Maharashtra, drawing operational expenses from an array of dummy bank accounts.
Senior ATS officials emphasize that this latest arrest confirms a sustained, aggressive strategy by hostile foreign intelligence agencies and overseas criminal cartels to exploit digital vulnerabilities and weaponize domestic youths for internal terror campaigns. The investigation remains fully active, and authorities have indicated that further raids and subsequent arrests are highly likely as the full scope of the network continues to unravel.
