The latest U.S. Congress report exposes how Pakistan actively harbors deadly terror networks like Lashkar-e-Taiba to violently attack India and forcefully annex the entire region of Jammu and Kashmir

On the 25th of March (local time), a highly significant document was presented before the United States Congress. This detailed paper has once again shined a bright spotlight on Pakistan’s undeniable role as an active hub for terrorist activities. The deeply researched document made it clear that multiple terrorist groups operating safely from Pakistani soil are continuously planning attacks against India. Furthermore, these groups share a common, dangerous goal: the forceful annexation of Jammu and Kashmir.
The official document, which was formally titled "Terrorist and other Militant Groups in Pakistan", provides readers with a highly structured and easy-to-understand assessment of the terror ecosystems currently thriving within Pakistan. The authors of the Congressional Research Service report took the time to categorize these dangerous networks based on how they operate and what kind of extremist ideologies they follow.
According to this comprehensive Congressional Research Service assessment, Pakistan serves a dual purpose in the world of extremism: it is both a safe base of operations and a frequent target for numerous non-state militant factions. Many of these groups are not new; they have been highly active and deeply rooted since the 1980s. The report makes a sobering note that, despite long-running military campaigns and endless counter-terror operations, these dangerous outfits continue to operate with an alarming level of capability and freedom.

Five Distinct Types of Terror Outfits Functioning Within Pakistan
To help policymakers understand the complex web of militancy, the report broke down the terror organizations linked to Pakistan into five broad and distinct categories. These include groups with a global focus, militants whose main target is Afghanistan, organizations entirely focused on attacking India and Kashmir, domestic groups fighting within Pakistan, and sectarian outfits specifically dedicated to targeting Shia Muslim communities.
In total, the researchers closely examined 15 specific groups. Out of this number, a staggering 12 have been officially designated as Foreign Terrorist Organizations under the strict guidelines of US law. This high ratio perfectly illustrates the massive scale, danger, and diversity of the terrorist organizations currently operating out of Pakistan.
However, the report also acknowledges that Pakistan itself has paid a heavy price for allowing these groups to fester. The country has suffered significantly from domestic terrorism since 2003. Violence reached a devastating peak in the year 2009. While there was a brief period where violence seemed to decline, the latest numbers show a terrifying reversal. By the year 2025, terrorism-related deaths in Pakistan surged once again, reaching a shocking total of 4,001 fatalities. This marks the highest death toll the country has witnessed in well over a decade.

Inability of Armed Forces Operations to Wipe Out Terrorist Web
One of the most critical and concerning observations highlighted by the researchers was the glaring lack of success regarding Pakistan’s military operations against these deeply entrenched terrorist organizations. The document claims that major, highly publicized military offensives—which included heavy airstrikes and massive, intelligence-based ground operations—have ultimately failed to dismantle these deadly networks.
The figures provided are astonishing. The report notes that hundreds of thousands of such counter-terror operations have been carried out over the years. Despite this massive expenditure of military effort, organizations that are officially designated as terrorists by both the United States and the United Nations continue to operate freely from Pakistani territory. Naturally, this stark reality raises very serious and uncomfortable questions about whether the government in Islamabad truly has the intent, or even the basic effectiveness, to stop these groups.
A recent example brings this issue into sharp focus. In May 2025, India launched Operation Sindoor to destroy numerous terrorist hubs. This was a direct response to the horrific Pahalgam terrorist attack. During this tense period, the Pakistani military did not just attempt to launch retaliatory strikes against Indian cities; shockingly, military personnel also actively participated in the public funeral processions of the terrorists who were neutralized in the Indian operations.
Furthermore, various intelligence reports and ground sources have suggested that Pakistan is currently assisting these terror outfits in rebuilding the infrastructure that was destroyed during the Indian strikes. While the US Congress report may not have explicitly spelled out the minute details of Pakistan’s day-to-day sponsorship of these groups, the events of the past year have made it more obvious than ever. The Pakistani authorities themselves bear a heavy responsibility for the ballooning terrorist problem within their own borders.
Terrorist Organizations Primarily Targeting India and Kashmir
A massive portion of the Congressional report was heavily dedicated to analyzing the terrorist organizations whose sole focus is bringing harm to India. Among the most dangerous and prominent groups explicitly named in the findings were Lashkar-e-Taiba, Jaish-e-Mohammed, Hizbul Mujahideen, Harakat-ul-Mujahidin, and Harakat-ul Jihad Islami.
Lashkar-e-Taiba (LeT), heavily guided by the notorious Hafiz Saeed, was described in the report as a massive, highly structured, and deeply funded organization boasting several thousand active terrorists. The group is primarily based in Pakistan’s Punjab province, as well as in Pakistan-occupied Jammu and Kashmir. The report notes that LeT cleverly changed its official name to Jamaat-ud-Dawa in a thinly veiled attempt to dodge international sanctions. The document made sure to recall LeT's devastating role in the horrific 2008 Mumbai terror attacks, alongside several other high-profile tragedies.
Jaish-e-Mohammed (JeM) is another massive threat. Founded in the year 2000 by Masood Azhar, this group was identified as a primary player desperately seeking to force the annexation of Jammu and Kashmir into Pakistan. Armed with a formidable force of approximately 500 fully trained terrorists, the group runs its operations across India, Afghanistan, and Pakistan. The report specifically highlighted JeM's direct involvement in the shocking 2001 attack on the Indian Parliament.
The report also detailed the activities of Harakat-ul-Mujahidin. Operating primarily out of Pakistan-occupied Jammu and Kashmir as well as various urban centers within mainland Pakistan, this group is forever linked to the infamous 1999 hijacking of Indian Airlines flight IC 814. That specific hijacking was a dark turning point, as it directly led to the forced release of Masood Azhar, who, as mentioned, would immediately go on to found Jaish-e-Mohammed.
Then there is Hizbul Mujahideen, which the report describes as one of the oldest and most deeply rooted militant groups actively operating in Jammu and Kashmir. The group maintains a massive cadre strength of up to 1,500 fighters. According to the document's claims, the members of this group are primarily "ethnic Kashmiris" who are fighting to achieve either complete independence or total accession to Pakistan.
However, it is vital to note that seasoned Indian security analysts have repeatedly and strongly contested this specific characterization. Real-world data shows that a very significant number of the terrorists who are routinely neutralized during operations in Jammu and Kashmir actually have their origins in mainland Pakistan, particularly coming from the Punjab region, rather than being locals.
Errors in Description and Contradictions in Factual Data
While the US Congress report offers a highly detailed and largely accurate overview of the region's security landscape, there are certain descriptions that force us to question the accuracy of their underlying data.
For example, the document described Jaish-e-Mohammed founder Masood Azhar as a "Kashmiri militant leader". This is a glaring factual error, as it is widely documented and known across the global intelligence community that Azhar is of Punjabi origin, hailing directly from mainland Pakistan, not Kashmir.
Similarly, the report's depiction of Hizbul Mujahideen fighters as being overwhelmingly "ethnic Kashmiris" simply does not align with the hard facts and ground realities that Indian security forces observe every single day during counterterror operations. These glaring inconsistencies clearly highlight the built-in limitations of external, foreign assessments. Relying on databases from afar often means dealing with outdated or critically incomplete information.
International Terror Organizations and Their Regional Ties
The comprehensive report did not just stop at regional threats; it also took a hard look at globally oriented militant organizations that continue to operate out of Pakistan. This includes the infamous Al Qaeda network and its various regional affiliates. Even though Al Qaeda, which was originally founded in 1988, has been significantly weakened over the decades, the group still manages to maintain tight linkages with several Pakistan-based terror factions.
Its dedicated regional branch, known as Al Qaeda in the Indian Subcontinent (AQIS), was established in 2014. Since its inception, this affiliate has been deeply implicated in numerous violent attacks within Pakistan itself, as well as in bold, attempted operations against vital military assets.
Another massive global entity highlighted by the US lawmakers was the Islamic State Khorasan Province (ISKP). While ISKP operates primarily in neighboring Afghanistan, the report confirmed that the group maintains a very real and dangerous presence inside Pakistan. They achieve this by recruiting former members of the Tehrik-i-Taliban Pakistan (TTP) and absorbing fighters from other scattered militant factions.
Afghanistan-Focused Militant Webs and Safe Haven Worries
The document also spent considerable time outlining the deeply entrenched, long-standing presence of Afghanistan-focused militant groups that use Pakistani territory as a safe playground. The Afghan Taliban, which famously regained total power in Afghanistan in 2021, was noted by the report to have historically operated with near impunity from major Pakistani cities such as Quetta, Karachi, and Peshawar.
The Haqqani Network, another incredibly dangerous and key group in the region, was described in detail as having deep operational linkages right near the porous Pakistan-Afghanistan border. More concerningly, the report noted that the network is heavily reported to be associated directly with Pakistan’s own intelligence apparatus—a severe claim that the government in Islamabad routinely and vehemently denies.
Internal and Religion-Based Terror Environments in Pakistan
Turning its attention inward, the report highlighted the terrifying ecosystem of domestically oriented terrorist groups. Chief among them is the Tehrik-i-Taliban Pakistan (TTP), which the document explicitly described as the absolute deadliest militant organization currently operating within Pakistan's borders. Boasting an estimated fighting force of anywhere from 2,500 to 5,000 heavily armed fighters, the TTP's primary goal is to completely overthrow the current Pakistani state and forcibly impose strict Sharia law across the nation.
Additionally, the report identified several ethnic separatist groups causing internal chaos, such as the Balochistan Liberation Army and Jaysh al-Adl. The researchers also pointed out the continued existence of brutal sectarian outfits, specifically naming Lashkar-e-Jhangvi and Sipah-e-Sahaba Pakistan, both of which have a long, bloody history of violently targeting minority Shia Muslim communities.
Ongoing International Watch and Potential Policy Impacts
Because of these overwhelming facts, the report correctly noted that Pakistan remains under intense, continuous international scrutiny regarding its questionable counter-terror track record. The document reminded readers that Pakistan was officially designated as a "Country of Particular Concern" under the United States' International Religious Freedom Act back in 2018. Due to a lack of meaningful progress, Pakistan has unfortunately retained this highly negative designation every single year since.
To back up its findings, the Congressional document also heavily referenced official findings from the US State Department’s Country Reports on Terrorism for the year 2023. That specific State Department report concluded that while Pakistan had indeed taken a few minor steps to curb terrorist activities within its borders, massive concerns remained. Chief among these worries was the rampant, unchecked radicalization occurring through certain madrassas (Islamic seminaries) that actively promote violent, extremist ideologies to the youth.
Final Thoughts
Ultimately, the exhaustive report tabled by the US Congress serves to reinforce a grim, long-standing global assessment. It proves, with clear data and structured analysis, that Pakistan continues to host, fund, and enable a shockingly wide range of dangerous terrorist organizations. Most alarmingly for regional peace, many of these protected groups are directly and violently targeting India, with the ultimate, unchanging goal of forcing territorial changes in Jammu and Kashmir.
