Chaos erupts in Tamil Nadu Assembly as Governor RN Ravi walks out, slamming DMK for insulting the National Anthem, ignoring drug abuse suicides, and making false investment claims in the state address

On January 20, the Tamil Nadu Legislative Assembly witnessed a dramatic disruption of protocol, marking yet another chapter in the deepening institutional conflict within the state. Tamil Nadu Governor RN Ravi declined to deliver the customary Governor’s address on the opening day of the session, eventually walking out of the assembly entirely.
While the optics of the event were chaotic, the aftermath has been a war of words. Functionaries from the ruling DMK government, along with the Speaker, attempted to downplay the incident by asserting a narrative of legislative supremacy. They argued that only the elected MLAs can express opinions in the House, and “nobody else”. However, this assertion was quickly countered by a detailed rebuttal from the Governor’s office.

A Breakdown in Communication
The incident has effectively peeled back the layers of diplomatic courtesy, and has once again laid bare the rift between the Lok Bhavan and the House.
In a move to clarify his abrupt departure, the Lok Bhavan—referring to the Governor’s office—released a comprehensive press statement. This document outlined 13 reasons why the Governor had to walk out of the assembly without delivering the customary address. According to the release, the environment in the assembly was hostile to the Constitutional head of the state. The office alleged that the Governor’s Mike was repeatedly switched off and he was not allowed to speak, forcing him to leave the chamber.

Disputing the State’s Narrative
The core of the Governor's refusal lay in the content of the prepared speech itself. The Governor’s office criticized the text provided by the state government, arguing that the speech contains numerous unsubstantiated claims and misleading statements. Furthermore, they noted that several crucial issues troubling the people are ignored entirely in the draft.
One of the most contentious points involved the state's economic performance. The government’s claim that the state attracted huge investments to the tune of over 12 lakh crores is far from the truth. The Governor’s office countered this by stating that many of the MOUs with prospective investors remain only on paper and that the actual investment is hardly a fraction of it.
Citing specific economic indicators, the statement highlighted a worrying trend: Investment data show that Tamil Nadu is becoming less attractive for investors. To illustrate this decline, the office pointed out that until four years ago Tamil Nadu, among the states, was the fourth largest recipient of foreign direct investment. Today it is struggling to remain at the Sixth.

The Social Crisis: Safety and Public Health
Beyond economics, the Governor flagged severe lapses in social welfare and public safety in the prepared address. A significant grievance was that the Women’s safety issue is totally ignored, though there is an alarming increase of over 55% incidents of POCSO Rapes and over 33% increase in incidents of sexual molestation of women.
Equally disturbing were the observations regarding substance abuse. The statement pointed to the rampant prevalence of Narcotics and Drugs and a sharp increase in Drug abuse cases among youth, including school students, is a very serious concern. The human cost of this crisis is staggering; the Governor’s office revealed that over 2000 (two thousand) mostly youth committed suicide in one year due to drug abuse. Describing the situation as seriously jeopardising our future, the Governor expressed dismay that the address made no mention of the issue.
Furthermore, the Governor accused the government of turning a blind eye to marginalized communities, noting that atrocities against Dalits and sexual violence against Dalit women is sharply increasing. However, it is totally bypassed.

The "Suicide Capital" Concern
Perhaps the most harrowing statistic provided in the rebuttal concerned the mental health crisis in the state. The data indicates that about 20,000 (Twenty thousand) people in our state committed suicide in one year- almost 65 suicides everyday. The Governor’s office emphasized the gravity of this figure, stating that nowhere else in the country is the situation so alarming and that Tamil Nadu is being referred to as the Suicide Capital of India. Despite the severity, the Governor lamented that yet it does not seem to concern the government. It is bypassed.Institutional Decay: Education and Local Democracy
The critique extended to the administration of education and local governance. The Governor’s office warned that there is a steady decline in standards of education and widespread mismanagement in educational institutions, adversely affecting the future of our youth. Highlighting a specific structural failure, the statement noted that more than 50 % faculty positions have been vacant for years, and guest faculty are restive all over. The result, according to the Governor, is that our youth are staring at an uncertain future. Yet, much like other critical issues, it does not seem to bother the government, and the issue is totally bypassed.
Democratic processes at the grassroots level were also flagged as a major area of concern. The statement revealed that several thousand Village Panchayats are defunct because elections have not been held for years. Instead of elected representatives, they are directly under special officers of the government. The Governor’s office argued that crores of people are denied of their rights of grassroots democracy, calling this situation against the letter and spirit of the Constitution. While people are anxiously waiting for restoration of Village Panchayats, the government’s prepared text does not find even a mention in the speech.

Cultural and Economic Stagnation
The Governor also took up the cause of devotees and small business owners. He pointed out that several thousand temples in the state are without Board of Trustees and are directly administered by the state government. Consequently, millions and millions of devotees are deeply hurt and frustrated with the mismanagement of temples. The statement noted that crucial directions of the Hon’ble Madras High Court on the restoration and preservation of ancient temples have not implemented even after 5 years, and that the sentiments of devotees were callously ignored.
On the industrial front, the MSME (Micro, Small, and Medium Enterprises) sector was described as being under huge stress due to visible and invisible costs of running the industry. While acknowledging that they are the crucial sector for employment and growth, the Governor highlighted a disparity: despite over 55 million registered MSMEs in the country, Tamil Nadu has only about 4 million despite enormous potential for growth. The hostile environment has consequences, as entrepreneurs from Tamil Nadu are forced to locate their enterprises in other states. This economic migration, however, is completely ignored in the government's agenda.
Adding to this atmosphere of unrest, the Governor noted there is widespread discontent among lower-rung employees in almost all sectors. Describing the workforce as restive and frustrated, he criticized the speech for containing no mention of ways to address their genuine grievances.
The Constitutional Flashpoint: The National Anthem
Finally, the conflict touched upon a fundamental duty. The Governor’s office stated that the National Anthem is yet again insulted, and the Fundamental Constitutional Duty is disregarded.
This specific point of contention is not new. The clash between the TN Governor and the DMK government in the state has been ongoing for years, and disrespect to the national anthem is an issue the Governor has raised multiple times.It is notable here that in 2025 and 2024 too, Governor Ravi had walked out of the assembly and declined to read the customary address after highlighting that his repeated requests to the state government not to disrespect the national anthem had been ignored. This recurring dispute underscores a deep-seated ideological battle that continues to disrupt the legislative functioning of the state.
