In a decisive move to combat terrorism, the administration of Jammu and Kashmir has taken stern action by terminating four government employees, including a doctor, a constable, and a teacher, on November 21. The employees were dismissed due to their alleged links to terrorist activities, marking a significant step in the region's ongoing efforts to counteract terrorism.

The action taken by the administration is rooted in the legal framework provided by the Indian Constitution. Specifically, it was carried out in accordance with subclause (c) of the proviso to clause (2) of Article 311. This article empowers the government to dismiss an employee if they are found to be involved in activities that are against the interest of the state's security. The first official, Dr. Nisar-ul-Hassan from Baramulla, served as an Assistant Professor (Medicine) at Shri Maharaja Hari Singh (SMHS) Hospital in Srinagar. His position in a crucial medical institution like SMHS Hospital underscores the seriousness with which the administration is addressing the issue of terror links, not sparing even those in critical healthcare roles.

Constable Abdul Majeed Bhat from Kupwara is another individual identified and removed from his position. As a member of the police force, his alleged involvement in terrorist activities is particularly concerning, given the role of law enforcement in maintaining public safety and security.

Abdul Salam Rather from Kulgam, a Laboratory bearer in the Higher Education Department, and Farooq Ahmad Mir from Kupwara, a teacher in the Education Department, were also terminated. The case of Farooq Ahmad Mir is notable as he began his career in the Education Department in 1994 and was promoted to the position of a teacher in 2007. His long tenure and subsequent promotion within the education sector highlight the depth of the administration's investigation into terror links, regardless of the length of service or role within the government.

All these individuals have been removed from their jobs “with immediate effect,” a decision that reflects the urgency and the uncompromising stance of the Jammu and Kashmir administration in dealing with matters related to terrorism. The removal of these officials from key positions across various departments sends a clear and strong message about the administration's commitment to rooting out any form of support or linkage to terrorist activities within its governance structures. In a statement, the government explained the rationale behind the recent dismissals of four government employees in Jammu and Kashmir for alleged terror links. The lieutenant governor is “satisfied after considering the facts and circumstances of the case and the basis of information available” that their actions justified removal from service. This decision, detailed in separate orders issued by the general administration department, reflects the administration's commitment to a thorough and informed decision-making process in matters of security.

However, the government did not disclose specific details about the nature of the terror acts in which these individuals were reportedly involved. This lack of disclosure could be due to various reasons, including the sensitivity of the information or ongoing investigations.

Officials further revealed that these dismissals are part of a broader strategy by the administration to dismantle the terrorist ecosystem within the Union Territory. This strategy targets major players who were allegedly integrated into the government apparatus by several political regimes in the past. The administration's approach is characterized by a staunch stance against terrorism. Sources within the government stated, “Our policy is clear-zero tolerance towards terrorism. The LG administration is determined to make J&K terror-free. It is a wake-up call to terrorist supporters and their handful of sympathisers that they could be struck regardless of operating covertly under various cover.”

This statement underscores the administration's resolve to purge any elements within the government that might be aiding or abetting terrorist activities. By asserting a zero-tolerance policy towards terrorism, the lieutenant governor's administration is sending a clear message to those involved in such activities, as well as their sympathizers, about the serious consequences of their actions. On October 1, the Deputy Superintendent of Jammu and Kashmir Police (J&K DSP), who is also the brother of Youth Congress leader Aadil Mushtaq, was suspended by the home department. This suspension was on the grounds of aiding terrorists, corruption, and tampering of evidence. His arrest on September 21st followed a search operation at his residence in Srinagar, where he was found to have accepted a bribe of Rs 2.7 lakh to “save” Lashkar-e-Taiba terrorists Umer Adil Dar and Muzamil Zahoor.

This incident is part of a broader pattern of action by the Jammu and Kashmir administration. Earlier in the year, in July, three government employees were terminated for their involvement with Pakistani terror outfits. These individuals included Kashmir University PRO Faheem Aslam, Jammu and Kashmir Police Constable Arshid Ahmad Thoker, and Revenue Department Officer Murawath Hussain Mir. Their services were terminated by Lieutenant Governor Manoj Sinha, signaling a clear and stringent approach towards any form of collaboration or involvement with terrorist activities.

The suspension of the J&K DSP and the termination of the three other employees highlight the administration's ongoing efforts to ensure that government positions are not exploited to support terrorist activities. The specific cases, involving bribery to protect known terrorists and links to Pakistani terror outfits, underscore the seriousness of the threat and the need for vigilant and decisive action to maintain security and order in the region.
