"मगर कोई चेहरा भी तुमने पढ़ा है": Pramila Jayapal backs fierce protests against CEC Gyanesh Kumar over 130M draft voter roll purge as deep funding ties to pro-China tycoon Neville Roy Singham and hostile anti-India attacks trigger massive fury

The exercise spanned 30 States and Union Territories, evaluating records for approximately 95.4 crore registered electors.

Dissecting Pramila Jayapal: The US Lawmaker Backing Anti-CEC Agitations, Her Controversial Record on India, and Financial Ties to the Neville Roy Singham Network

Following relentless campaigns by sections of the Western press and international rights groups known for selective scrutiny, American elected officials have begun offering unsolicited commentary regarding the administrative deletion of approximately 130 million (13 crore) names from India's draft electoral rolls under the Special Intensive Revision (SIR).

Amid ongoing demonstrations organized by the opposition and political outfits such as the Cockroach Janta Party against Chief Election Commissioner Gyanesh Kumar, Indian-origin United States Congresswoman Pramila Jayapal stepped forward to voice support for the agitators gathered in New Delhi.

In a public statement issued on X on October 14, 2026, Pramila Jayapal remarked:

“I am deeply concerned about the actions of the Indian government to purge 130 million people from the voting rolls. This appears to be a similar playbook to what the Trump Administration is doing here at home to undermine voting rights in a democracy.”

Continuing her commentary, the lawmaker representing Washington’s 7th Congressional District stated:

“Protecting democracies everywhere is essential work, and the Indian people — like the American people — deserve free and fair elections. Non-violent resistance movements are essential in these moments and I stand with the Indian people who are engaging in non-violent protests to counter anti-democratic efforts in India.”

Have 130 Million Names Struck Off the Draft Rolls Been 'Purged' as Alleged?

The contention that 130 million (or 12 to 13 crore) individuals have been deliberately and arbitrarily disenfranchised through a politically calculated maneuver by the Election Commission of India (ECI) fundamentally misrepresents the administrative process. Crucially, these exclusions represent entries left out of draft electoral rolls, rather than permanent, irrevocable expulsions from the voter register.

The recent nationwide Special Intensive Revision (SIR) was initiated after an extensive hiatus of nearly 24 years. Far from being an extra-legal mass purge, the SIR constitutes a constitutionally sanctioned, door-to-door enumeration process designed specifically to update, verify, and sanitize the country's extensive voting lists.

The exercise spanned 30 States and Union Territories, evaluating records for approximately 95.4 crore registered electors. In total, roughly 13.39 crore names were omitted from the resulting draft lists. These omissions were not executed along religious, caste, gender, or political boundaries. Instead, the vast majority fell squarely within standard statutory categories known under the acronym ASDD—Absent, Shifted, Dead, and Duplicate entries:

  • Permanently Shifted: 6.30 crore entries
  • Absent or Untraceable: 3.00 crore entries
  • Deceased: 2.80 crore entries
  • Duplicate Registrations: 1.02 crore entries
  • Other Miscellaneous Categories: 0.26 crore entries

Under established statutory procedure, the publication of draft rolls initiates a formal claims-and-objections window. Only after claims, formal objections, and judicial or administrative appeals are fully reviewed and disposed of are the final rolls printed. Consequently, exclusions for this revision cycle are finalized only at that terminal stage.

While opposition figures attempted to allege institutional impropriety following remarks by the Supreme Court noting it had not approved fresh alterations to Form 6, the apex court clarified that it had not disapproved of the administrative provisions either.

The Election Commission has consistently maintained that Form 6 itself was neither altered nor substituted. It clarified that an additional declaration linking prospective electors to their parents' enumeration records in the preceding SIR was introduced merely as an independent eligibility verification requirement, rather than an amendment to Form 6 proper.

The poll body noted that the measure was adopted unanimously by Chief Election Commissioner Gyanesh Kumar alongside Election Commissioners Vivek Joshi and Sukhbir Singh Sandhu. The Commission affirmed that establishing supplementary documentation standards to confirm eligibility falls directly within its residual administrative powers under the Constitution—an interpretation reinforced by the Supreme Court’s order dated May 27, 2026, in the Bihar SIR case, which affirmed the poll body's regulatory mandate in verifying voter qualifications.

Critics argue that political figures like Jayapal, motivated by distinct ideological priorities, overlook these statutory mechanics in favor of generating geopolitical pressure against the government led by Prime Minister Narendra Modi.

Her sharp focus on Indian administrative processes stands in stark contrast to structural challenges within the United States' own electoral architecture. The American electoral system remains intensely decentralized, leaving individual states to establish widely varying regulations governing registration deadlines, voter ID mandates, ballot access, mail-in protocols, and early voting windows. Furthermore, the US Electoral College system permits a presidential contender to secure executive office despite losing the national popular vote, while ongoing domestic debates over gerrymandering and non-citizen voting continue unabated. Observers argue that domestic representatives would better serve their constituents by resolving systemic challenges at home rather than intervening in overseas administrative roll updates.

Against this backdrop, scrutiny has mounted over Jayapal’s broader legislative record on India and documented past financial connections to networks associated with tech entrepreneur Neville Roy Singham, who has been linked by international investigations to pro-Chinese Communist Party (CCP) narrative operations.

Legislative Interventions and Controversies Surrounding Indian Affairs

Pramila Jayapal has frequently drawn sharp pushback across bilateral and diaspora circles for her stances on Indian domestic affairs and security issues:

  1. Congressional Resolution on Jammu & Kashmir (2019): In December 2019, Jayapal introduced a bipartisan congressional resolution urging the Indian government to lift security and communications restrictions in Jammu and Kashmir following the abrogation of Article 370. Her public posture drew strong condemnation from substantial segments of the Indian-American community, who viewed the initiative as an unwarranted interference in India's sovereign anti-terror architecture.
  2. Cancellation of Diplomatic Meeting by EAM S. Jaishankar: Following the introduction of her resolution, India's External Affairs Minister Dr. S. Jaishankar notably declined to attend a scheduled diplomatic meeting with the US House Foreign Affairs Committee delegation after congressional organizers refused to omit Jayapal from the visiting roster. Clarifying his stance, the External Affairs Minister stated:
“Don’t think her report has a fair understanding of the situation in Jammu and Kashmir or a fair characterisation of what the Government of India is doing. I have no interest in meeting her.”
  1. Plea for Umar Khalid (January 2026): In early 2026, Jayapal joined seven other US lawmakers in authoring an open letter to Indian authorities demanding bail and an expedited trial for Umar Khalid, an accused in the 2020 Delhi communal riots. While judicial proceedings remained sub judice before Indian courts, the signatories asserted his innocence, characterizing the anti-Citizenship Amendment Act (CAA) agitations as strictly peaceful and framing minority communities exclusively as victims during the unrest.
  2. Pledge Against RSS-Linked Funding (August 2026): Jayapal was among roughly 100 American politicians who endorsed a pledge drafted by Hindus for Human Rights (HfHR) Action and SACRED Acts, calling on elected leaders to disavow financial donations from organizations associated with the Rashtriya Swayamsevak Sangh (RSS) or its affiliates. The announcement coincided with an official visit to the United States by RSS Sarsanghchalak Mohan Bhagwat. In an official release on August 31, the organizing groups declared:
“Hindus for Human Rights Action and SACRED Acts announce an historic commitment against hate with nearly 100 American political leaders from across the United States pledging to reject political contributions from the anti-democratic movement behind the assassination of Mohandas K. Gandhi, the Rashtriya Swayamsevak Sangh (R.S.S.).”

Indian investigative portals such as OpIndia have documented extensive organizational intersections connecting HfHR with groups such as the Indian American Muslim Council (IAMC) and the Organisation for Minorities of India (OFMI).

Documented Campaign Contributions from Neville Roy Singham and Jodie Evans

Campaign finance filings confirm that Pramila Jayapal received more than $40,000 in direct political donations from Neville Roy Singham—the American software entrepreneur who founded IT consultancy Thoughtworks, which he sold for approximately $785 million in 2017 prior to establishing residence in Shanghai—and his spouse, CodePink co-founder Jodie Evans.

Contributions to Jayapal’s electoral war chest began in 2016. However, following investigative reporting by major media outlets detailing Singham's coordination of global advocacy outfits that align closely with Beijing's geopolitical messaging, Jayapal returned the funds in 2023 to stem political fallout.

Anatomy of the Transnational 'House of Singham' Network

The network frequently designated as the "House of Singham" is an extensive web of non-profits, consultancies, and media fronts funded by Neville Roy Singham. Operating as an intricate narrative-dissemination apparatus, the network channels financial resources into grassroots advocacy, transforming localized activism into structured multimedia messaging designed to advance geopolitical narratives favorable to the People's Republic of China while criticizing Western foreign policy and democratic institutions.

Investigations indicate that since 2017, Singham has directed over $278 million directly into aligned advocacy organizations, with aggregate capital flows surpassing $591 million across 223 transactions traversing five continents through 2025. This funding has nourished more than 1,000 interconnected non-profits, research centers, and digital portals, roughly 200 of which produce and amplify content congruent with CCP state messaging.

The funding pipeline initially utilized complex tax-exempt conduits, including two shell corporations and a donor-advised structure associated with Goldman Sachs Philanthropy, known as the GS Donor Advised Philanthropy Fund for Wealth Management Inc. In February 2024, Goldman Sachs terminated this arrangement following external inquiries.

The operational architecture traces its organizational roots to Singham’s 2017 wedding to Jodie Evans in Jamaica, attended by over 80 movement organizers, including Marxist writer Vijay Prashad of the Tricontinental: Institute for Social Research. Prashad subsequently assumed governance roles across corporate shells within the ecosystem, such as Mutod LLC and Likewise Conceptions LLC. Investigations reported by Fox News Digital revealed that numerous affiliated entities maintained corporate registrations at non-descript sites, including hotel suites and commercial UPS box drop-offs, effectively obscuring financial trails.

Within the United States, eleven core non-profit entities function as operational nexuses—coordinating protests, producing media assets, facilitating ideological workshops, and underwriting community hubs termed "Liberation Centres." Analysts compare these tactics to classic "United Front" political warfare strategies, wherein ideological cadres embed themselves within ostensibly non-partisan civic, labor, academic, and cultural groups to undermine institutional legitimacy from within.

From the primary financial vehicles—including the former Goldman Sachs donor fund and two associated holding firms—Singham transferred $278 million across six prominent non-profit entities:

  • The People's Support Foundation: $167.5 million
  • The Justice and Education Fund: $68.7 million
  • The People’s Forum: $22.4 million
  • Tricontinental Ltd: Headed by director Vijay Prashad
  • BreakThrough News (BT Media)
  • CodePink: Co-founded by Jodie Evans

Analysts, including Adam Sohn of the Network Contagion Research Institute (NCRI) and co-founder of Narravance, observe that this structural apparatus acts as a narrative laundering engine that projects Chinese state messaging globally while stoking polarization within Western democracies. According to investigative disclosures, dynamic political demonstrations—ranging from opposition to US Immigration and Customs Enforcement (ICE) crackdowns to mobilizations surrounding US policy toward Iran, Venezuela, and Cuba—are documented, packaged into short-form multimedia by outlets such as BreakThrough News, and broadcast internationally to simulate spontaneous, organic resistance movements. A similar operational pattern was recorded in France, where local student unrest was rapidly amplified by far-left and affiliated groupings.

Domestic Footprint in India: Links to NewsClick and Legal Scrutiny

The Singham-backed advocacy ecosystem maintains direct financial and editorial intersections with Indian entities. Organizations such as Peoples Dispatch, Tricontinental, and The People’s Forum have regularly amplified material centering on regional separatism, social cleavages, ideological models from left-governed states, and minority issues, in frameworks perceived by Indian security agencies as efforts to undermine domestic cohesion.

Among the clearest financial links uncovered was the transfer of $10.5 million from Singham’s Justice and Education Fund to the New Delhi-based digital news outlet NewsClick.

A primary intellectual architect across these nodes is Vijay Prashad, a regular editorial contributor to NewsClick. Prashad is the nephew of senior Communist Party of India (Marxist) leader Brinda Karat, whose husband, former CPI(M) General Secretary Prakash Karat, was shown in correspondence revealed during official investigations to have maintained close email communications with Singham.

Prashad has also served on the council of Progressive International, a global activist coalition that features figures such as British politician Jeremy Corbyn, economist Jayati Ghosh, and activist Harsh Mander, and which frequently publishes commentary critical of the Indian state.

Furthermore, this financial network maintains operational intersections with the US-based Tides Foundation, an entity known for funding organizations critical of the Indian establishment, including Hindus for Human Rights (HfHR) as well as the AMAN Public Charitable Trust, an outfit cited in court submissions surrounding the NewsClick foreign funding probes.

Reporting from The New York Times previously identified figures such as Prabir Purkayastha, Srujana, and Prasanth alongside Prashad as key liaisons within Singham's circle coordinating with Tricontinental. Prashad additionally maintains working associations with veteran journalist P. Sainath, whose portal People's Archive of Rural India (PARI) scrubbed public references to Singham following international disclosures concerning his overseas financial apparatus.

NewsClick initially faced regulatory action in 2021 when the Enforcement Directorate initiated an investigation into alleged violations involving approximately Rs. 38 crores in foreign capital. By 2023, the Special Cell of the Delhi Police formally registered a First Information Report (FIR) and subsequently filed a comprehensive chargesheet under the Unlawful Activities (Prevention) Act (UAPA), taking NewsClick founder Prabir Purkayastha and administrative head Amit Chakraborty into custody.

Echoes in the New Delhi Demonstrations

The structural dynamics observed in recent Western agitations find notable parallels in the ongoing capital protests directed against Chief Election Commissioner Gyanesh Kumar.

While mainline parliamentary opposition figures and groups like the Cockroach Janta Party—a pressure group predominantly led by individuals with origins in the Aam Aadmi Party—participate prominently, the street-level mobilization is heavily driven by leftist student cadres. Organizations such as the Students' Federation of India (SFI) and the All India Students' Association (AISA), alongside student organizers such as Neha Bora, have been directly involved in confrontations with law enforcement, civil disturbances, and the breach of security perimeters.

Within this broader context, analysts observe that while Representative Pramila Jayapal may have formally returned financial contributions from Neville Roy Singham to insulate herself from public allegations of advancing foreign-aligned interests, her ideological alignment with these activist networks and their shared campaigns against Indian democratic institutions remains visible.
